On 6 November 2026, MOM announced two interim relaxations to the New Dormitory Standards from 1 January 2027, aimed at expanding migrant worker bed supply. Operators may opt in after approvals from technical agencies and MOM.

1. What Happened

- For dorms built to NDS and approved on or after 18 September 2021, living space may ease from at least 4.2 sqm to 3.6 sqm per resident, and room occupancy from 12 to 14, while the 1m spacing between beds stays mandatory

- Related facility ratios ease in line, such as one ensuite set per 7 residents and sectioning up to 140 residents; the 240-resident-per-level cap, isolation facilities and other NDS and FEDA rules still apply

- New short-term dorms such as CTQs, TOLQs and QBDs that will cease before 2040 may be built to DTS standards instead of NDS, with at least 3.6 sqm per resident and up to 12 per room

2. Key Dates and Numbers

- Operational relaxation runs from 1 January 2027 to 31 January 2030, after which NDS applies again

- Planning-parameter relaxation applies from 1 January 2027; dorms meant to operate from 2040 onwards must still be built to NDS

- Apply via technical-agency approvals first, then a FEDA licence application on GoBusiness; a new licence application is required even for renewals or occupancy changes

3. What Employers Should Do

- Contractors and dorm operators should review NDS stock and planned CTQ, TOLQ or QBD projects and decide whether to apply

- Secure agency and MOM approvals before raising occupancy; do not densify without a licence

- Brief workers on living-space changes while keeping bed spacing and infection-control baselines

- Factor bed supply and rent trends into manpower housing budgets
