Building and Construction Authority (BCA) has released the Code on Accessibility in the Built Environment 2025, strengthening requirements for Barrier-Free Access and Universal Design.

All design submissions must comply with the latest 2025 standards.

1. Enhanced Requirements for Entrances, Access Routes, and Ramps

Updates include stricter requirements on:

  • Minimum clear access width
  • Ramp gradients and handrail configurations
  • Turning radius specifications
  • Clear signage and wayfinding systems

2. Comprehensive Upgrades to Toilets and Accessible Facilities

Enhanced provisions now cover:

  • Family toilets
  • Accessible (PWD) toilets
  • Nursing and baby care rooms
  • Elderly-friendly features
    (including handrail positioning and minimum clearance requirements)

3. Updated Standards for Lifts, Platform Lifts, and Escape Routes

Key enhancements include:

  • Lift car size requirements
  • Height and functionality of control panels
  • Barrier-free evacuation and escape route design during fire emergencies

Industry Impact

  • Design timelines may increase, as Architects and Professional Engineers (PEs) must strictly assess compliance against the updated Code
  • Renovation and A&A projects may require additional construction scope
  • Cost implications may affect commercial, residential, and public buildings
  • Projects that fail to comply will not obtain approval or final completion certification (CSC)
